I tidningen Chef nr 8, 2010 kan man i en artikel av Maria Andr\u00e9 <\/a>l\u00e4sa om en studie av Sven Siverbo, professor i f\u00f6retagsekonomi p\u00e5 Karlstads universitet och Johan \u00c5kesson, forskare p\u00e5 Handelsh\u00f6gskolan i G\u00f6teborg som under en l\u00e4ngre tid studerat styrsystem i offentlig och privat sektor. De har kommit fram till att chefer lever i en milj\u00f6 d\u00e4r de snart drunknar i styrmedel. M\u00e5lstyrning krockar med processtyrning som krockar med v\u00e4rdegrundsarbetet, som krockar med att man ska vara kundorienterad, vilket skapar f\u00f6rvirring och leder till on\u00f6diga kostnader.
\n\u201dNya styrsystem presenteras oerh\u00f6rt skickligt och lanseras som att de ska l\u00f6sa en m\u00e4ngd problem\u201d, s\u00e4ger Johan \u00c5kesson.<\/p>\n

F\u00f6r mig \u00e4r det uppenbart att ju fler styrsystem och fler m\u00e4tparametrar man inf\u00f6r f\u00f6r att styra och kontrollera en chef desto mer visar man att man inte har f\u00f6rtroende f\u00f6r chefen f\u00f6r att han eller hon har f\u00f6rst\u00e5tt vad chefsuppdraget \u00e4r och hur det skall fullg\u00f6ras. Man litar inte p\u00e5 sin \u201dunderordnad\u201d som man som \u201d\u00f6verordnad\u201d har tillsatt p\u00e5 chefspositio-nen. Ju mindre f\u00f6rtroende desto st\u00f6rre blir behovet av detaljstyrning och detaljkontroll.<\/p>\n

Som jag ser det \u00e4r f\u00f6rtroendet mellan ledare och medarbetare p\u00e5 alla niv\u00e5er helt avg\u00f6rande f\u00f6r att organisationen skall fungera och \u00e5stad-komma det den \u00e4r till f\u00f6r. Utser man en chef m\u00e5ste man ha och dessutom konkret visa att man har f\u00f6rtroende f\u00f6r att vederb\u00f6rande f\u00f6rst\u00e5r vad organisationen \u00e4r till f\u00f6r och har kapacitet och f\u00f6rm\u00e5ga att n\u00e5 de verk-samhetsm\u00e5l som man \u00e4r \u00f6verens om. Uppn\u00e5r man\u00a0inte denna samsyn och \u00f6msesidiga f\u00f6rst\u00e5else som leder till f\u00f6rtroende har man inte lyckats hitta r\u00e4tt chef att leda verksamheten. Att i efterhand f\u00f6rs\u00f6ka r\u00e4tta till bristerna d\u00e5 chefen k\u00f6rt i diket och genom detaljstyrning och detaljkontroll \u00e4r som framg\u00e5r av forskningsrapporten inte l\u00f6sningen. Det leder inte bara till on\u00f6diga kostnader som man direkt kan m\u00e4ta utan till vantrivsel inte bar f\u00f6r den otillr\u00e4cklige chefen utan \u00e4ven f\u00f6r personalen och arbetsmilj\u00f6n. Vad det betyder f\u00f6r engagemang, motivation och kreativitet och d\u00e4rmed f\u00f6r prestationen \u00e4r l\u00e4tt att inse. De som utsett chefen har helt enkelt inte gjort sitt jobb. Det skall man inse, k\u00e4nna ansvar och ta konsekvenser-na,\u00a0\u00a0inte \u00f6ka kontollen utan rekrytera in n\u00e5gon som har b\u00e4ttre f\u00f6ruts\u00e4t-tningar f\u00f6r att klara jobbet.
